MSME Funding: Loans and Schemes in India

A small business can have customers, a good product and a clear idea of how it can grow. However, there is one issue that can not be conquered by anything but currency: cash.

Suppose the small manufacturer would like to purchase a new machine. One local shop owner is looking to boost their stockings before the Christmas holidays. A young man or woman with a business idea who wants to make the idea a reality, but requires financing.

It can be challenging for many of these companies to find the appropriate financing options.

This is where the funding of MSMEs in India is significant. Organizations can investigate bank loans, credit guarantee support and government help to enhance access to finance.

What is MSME Funding?

MSME funding means various financing avenues available for Micro, Small and Medium Enterprises to start, run or grow a business.

This fund can be put to a variety of uses, including:

  • Purchase of machinery and equipment
  • Purchasing raw materials
  • Managing working capital
  • Expanding a business
  • Making a business start-up
  • Improving technology
  • Creating employment

It's not just a business loan that can be used for funding. Depending on the business and its eligibility, an entrepreneur can get government schemes or credit support.

The Ministry of MSME has currently identified a number of schemes including financial inclusion, job creation and technology and market support.

In India, the most common micro, small and medium business loans and schemes are as follows:

1. MSME Business Loans

Business loans are available from banks and financial institutions for eligible MSMEs. The loans can be utilized for working capital, asset or other business needs.

Lender-specific rules and regulations regarding the amount, interest rate, repayment period and eligibility apply.

A business should know the total cost of a loan and if the cash flow of the business can handle the repayments before taking out a loan.

2. CGTMSE Credit Guarantee

Not having any collateral is sometimes a big hurdle for a small business when it comes to getting a loan for their business.

The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) is a scheme to provide credit facilities to eligible Micro and Small Enterprises, without the need for a third party guarantee or collateral in the covered facilities. While CGTMSE will guarantee eligible lending institutions, the business must also undergo lender's credit assessment.

This is great for businesses that may not have property or other collateral to offer and makes CGTMSE a crucial option to consider.

3. PMEGP

The Prime Minister's Employment Generation Programme (PMEGP) aims to promote new economic ventures and micro enterprises.

The information from the present day Ministry of MSME suggests that the project cost limit is ₹25 lakh for manufacturing projects and ₹10 lakh for business or services projects. The scheme also offers margin money subsidy (condition and eligible).

PMEGP is significant for individuals who are intending to launch a new eligible enterprise and not just seeking extra working capital for an existing enterprise.

4. Other MSME Schemes

The financial aspect of MSME support is just one of the components.

Some of the other schemes currently included in the Ministry's scheme list cover technology, traditional industries, clusters, innovation, market access and quality and entrepreneurship.

This is significant because a business could require more than a loan. In some instances the actual need is better technology, training, market access or support to upgrade the business.

What to Do Before Getting an Application?

Once the basics are in place, the business owner will have an easier time understanding how to fund the business.

Maintain records of business registration information, bank statements, income or financial records, tax records and a clear business plan (if applicable).

Know and understand the purpose of the money you need.

For instance, the request for a machine is a different form of a request from working capital for inventory. Having a clear purpose gives the lender a clear idea of what the need is and enables the entrepreneur to select the appropriate financing method.

Loan or Government Scheme: What Should a Business Choose?

No one size fits all when it comes to funding options for MSMEs.

For a business in need of working capital, it may consider a normal business loan or credit facility that is suitable. If an individual has just begun a micro-enterprise, he or she could consider PMEGP. For a Micro/Small Enterprise which is worried about collateral, it may consider taking up credit facilities under CGTMSE.

The key is to review the most up-to-date eligibility requirements, restrictions, paperwork, interest/fees and repayment terms prior to applying.

Eligibility does not guarantee funding and government schemes are subject to change.

The Bigger Picture

Funding is an essential part of a small business, whether it's to stay at the same level or grow to the next level.

However, money borrowing shouldn't be the end goal.

The actual objective is to be prudent with the funds, whether that's acquiring better equipment, controlling inventory, employing staff or developing a solid business.

There are a number of MSME-focused schemes and credit-support mechanisms in India. For the entrepreneurs, the problem lies in discovering the right one which corresponds to their real needs in their business.

Access to good funding is more than just about obtaining funds. It's simply about providing the proper economic assistance to the appropriate business function.

Note: Scheme limits, eligibility rules and benefits can change. Entrepreneurs should verify the latest details on official government or scheme portals before applying
